In whatever incident broke the balance staff, the upper balance jewel was also damaged. That's one thing. But worse, the balance cock itself is tweaked a little.
As a result it's not quite flat and not at the exact height. The movement runs poorly dial up.
Getting this correct again is a matter of making extremely small changes by trial and error. Getting it really correct again is near the realm of the impossible. I think I've gotten close.
