This one is a grade 453 Elgin, 16 size, 23 jewels, made about 1921.
The pivots for the mainspring barrel are jeweled, getting the jewel count to 23. Elgin non-jeweled motor barrels have a solid metal piece that fits just as the jewel bezel does.
